First of all, a petticoat is NOT like a corset or laced girdle or laced garder-belt as you seems to say it is. It's a woman's under garment that was used to fill out a long or short skirted dress to make it wider & more eye catching. They could be like a slip or a half slip only the skirt part was made of Nylon netting, chiffon lace, tuttle, gathered silk or the like done in layers. This gave it the froufrou sound when you walked in it. Many time as many as 4 were used, one over the other to make the dress really stand out & some had ribbons, bows and/or other accouterments sown on and lace on the hem to make them even fancier. They were tied on around the waist is the half slip type, but I never saw them used as a lace-up kind unless it was a corset slip or dress.

A Petticoat punishment has happened to me once. The problem is that my mom didn't exactly know how to do one. She gave me a diaper to put on so that I wouldn't pee in my pants. It was incredibly tight. Then she gave me ten knickers pulled over my shoulders with holes to put my hands through. Ten frilly underwear on the outside of the knickers. Ten underwear shirts. And Ten Bras. She then put on A lot of princess dresses put a tutu on the outside of them all put a ton of princess dresses on me again and then a fairy costume then the petticoat. She made me wear a bonnet and I looked and was dressed like a 4 year old even though I'm thirteen. Very bad experience.
