A pilot project creates a small but complete prototype version of a system that is intended to be built in full scale at some later time. The pilot project operates and tests this small system to locate and correct any problems before beginning the expensive design and construction of the full scale system, where correcting mistakes will be far more expensive if they had not been corrected before construction of the full scale system began.
