Star charts are used to map the location of stars in location to the earth, if you wish to find a star by looking at the sky then you require a star chart known as a planisphere, each planisphere is mapped to the location you are on earth, and you can move the planisphere to the time of year and time of day, to show what stars are visible from earth in your location.

The planisphere is not located in any specific place as its an object that was designed and used for viewing stars. It consists of a circular start chart that contains a clear window that gives you viewing power of only a portion of the sky's stars at any given point in time.

The position varies but if you look online or buy a planisphere you will see all planets follow the ecliptic path but aren't on the exact path. The planets are actually slightly off the ecliptic.

To tell the time by the stars you need star maps for each month or a "planisphere". Setting and rising times of planets and stars are also found in tables and lists. By observation of a selected star one can then determine real time.
