An Electromagnetic Wave
That is called an electromagnetic wave. Electromagnetic waves include visible light, infrared, ultraviolet, x-rays, gamma rays, and radio waves. If both the electric and the magnetic components are standstill (do not move) there will be no propagating waves. The wave will be created if either the electric or the magnetic moves or disturbed. The electromagnetic wave will spread out everywhere on the plane with a frequency perpendicular to its direction. In vacuum, the wave travels at the speed of light. In other mediums, the speed will be less than the speed of light. The wave will spread out uniformly an all direction if the density if the medium in uniform.

Light is a kind of energy which is sensed by eyes. Light is found to be electromagnetic wave whose velocity through space is decided by the magnetic and electric properties such magnetic permeability and electric permittivity. But the beauty is that the very space is relative.
Magnetic poles and electric charges both act the same as in:"opposites attract and same repel."Electric charge is the source of magnetic poles. The Magnetic pole is W=zq where z is the free space impedance 375 Ohms and q is the charge. W units is the Weber or volt-second.

Self propagating electro-magnetic waves. Otherwise known as light waves.
As far as the electric field is stationary then no magnetic field. But when electric field is moving at a uniform speed then a magnetic field will be produced. This is what we call Lorentz magnetic field.
A changing magnetic field always produces an electric field, and conversely, a changing electric field always produces a magnetic field. This interaction of electric and magnetic forces gives rise to a condition in space known as an electromagnetic field.
