Probably. Irrational fears are emotional disorders that can be attached to any sort of object or situation, depending on the circumstances. Usually what happens is a panic reaction that is then attached to the activity a person is engaged in. They become afraid to repeat it because of the terror of the panic attack.

A panic attack takes place in the mind. It is caused by imbalances of chemicals in the brain, and often has no outward cause. If, however, a person has one of the attacks at the laundromat, they may associate it with that place and fear to go back there, lest it trigger another attack. And, because of the anxiety, it might well do so. In that case, the fear of laundromats is simply made stronger.

The same can be true of any traumatic experience, including some involving shoes. Such fears are especially easy to set up in small children and pets.
