At its peak after about 450 BCE it was a radical democracy, where the citizens met each fortnight in assembly and discussed and voted on laws, public policy and warlike activities. The Council implemented their decisions.
This is different from today's representative democracy, where citizens elect members to a parliament and the parliament debates and votes on laws.
