ABS stands for Anti-lock Brake System. An ABS motor pump is the device under the hood that pressurizes the brake fluid for use in ABS stops (a stop in which wheel spin has been detected and the computer takes over the braking) and for use in regular stops, in some cars. Power brake systems in cars usually use what's called a vacuum booster to increase the amount of brake pedal force being applied to the master cylinder. This helps people stop a 3000 pound car without having to literally stand with all your mite on a brake pedal. With the advent of anti-lock brakes, manufacturers realized they could use a motor to pump up the brake fluid pressure internally and do away with the brake booster, even for normal stops. It depends on the manufacturer of the car, what the exact job of the ABS motor is. But, for every manufacturer that uses an ABS motor pump, it is always used during ABS stops to increase internal brake fluid pressures.

There is only one ABS brake pump motor recommended for the 1990 Lincoln Mark VII. The ABS pump is manufactured by three different companies.
The ABS pump motor relay is not serviceable. It is part of the ABS modulator valve.
Under the bonnet
The ABS pump relay is intergrated into the EHCU (elecro-hydraulic control Unit) and it is not serviceable. If the ABS pump relay is defective, the entire control unit must be replaced.
If the noise to which you are referring only happens one time at drive off after inital key-on/start of the vehicle, this is probably from the ABS pump motor. The activation is known as "pump check", whereby the pump motor is turned on for a short burst to verify it is functioning. The pump motor is a critical component in the ABS system. It's function is to pump the brake fluid back to the master cylinder after pressure decrease at the wheels. If the motor does not repond to the pump check activation, the ABS light is illuminated on the instrument cluster indicating the ABS is not functioning properly and a trouble code is stored in the vehicles diagnostic system.

the abs pump needs to be replaced it has a relay that is built into it that defaults to on and will allow the abs pump to continue to run with the key off
