The ICC switch is for flashing the parking/clearance lights.
It's used when passing another vehicle to thank them when they flash their headlights to let you know it's safe to move in front of them.
It stands for the old Interstate Commerce Commission.

It is just under the front of the dash, But on the top side of the steering shaft under the dash.

Try replacing the headlight switch, it has the dimmer built into it.

To take the headlight switch out of a 1998 chevrolet one ton truck you have to take the dash apart. Once you take the dash apart you will have a clip on the backside of it that holds the switch mechanism in.
To replace the headlight switch in a 1998 Chevrolet Silverado, first disconnect the negative battery terminal to ensure safety. Remove the dash panel to access the switch by unscrewing any screws and gently prying it off. Disconnect the wiring harness from the back of the switch, then remove the switch by unscrewing it from its mounting. Install the new switch by reversing these steps, reconnecting the wiring harness, and reattaching the dash panel.
It is mounted on a bracket under the dash at the brake pedal. From there it is self explanatory.

It is located under the drive side dash. The brake pedal mechanism presses against the switch when you press on.
