First, it should be noted that black people during that time were called "Negroes." There was great hope for Negroes after the Emancipation Proclamation, and as an immediate result of Reconstruction, a number of black men (women did not yet have the right to vote) ran for office; some were even elected for the first time. Some sources note that about 16 black men served in Congress during Reconstruction (the first two were Blanche Kelsey Bruce and Hiram Rhodes Revels), and hundreds more were elected to state legislatures across the country. But as might be expected, there was a backlash from whites in most southern states. They quickly passed racial segregation laws, doing everything they could to limit the opportunity of black men and women to advance in society. These so-called "Black Codes" had the desired effect, as did the rise of the Ku Klux Klan. It ultimately led to laws that allowed total racial segregation to be enshrined into southern culture.
