"Anointing of the sick" is one of the seven sacraments, unfortunately understood to be "extreme unction" (the last anointing [before death] ) Normally the sacrament of anointing is the last of Sacraments received. Baptism, Penence, Eucharist, Confirmation, Matrimony, [or/and] Holy Orders, are usually received when an individual is in their 20's. Thus the LAST Sacrament usually received would be the Anointing of the sick, in advanced age.

This may be different in various religions, but I know that in the Church of Jesus Christ of Latter Day Saints (LDS or Mormons), a man who has been given the power they call the Priesthood puts a drop of consecrated oil on the sick person's head. Then he puts his hands (sometimes there is more than one man) on the person's head, and delivers a blessing that is believed to be from God.

As with any religious rite or practice, there is much discussion among people not in the faith about what may be right or wrong. This is just an explanation of what they do in this specific religion, not a profession of belief.

A Lay person cannot annoint a sick, only a priest or a deacon can. They have an annointing oil with them, which they will apply it on the fore-head of the dying person and then bless them.
