To be honest, the most commonly used (and appropriate) usages of "law expert" could literally be "lawyer." There are several different aspects to "law" and numerous more when you invoke the idea of expertise. Judges are law experts, the formal autorney is of course an expert in their law field. Any government agent or department worker has a degree of expertise and experience in their specific agency/department and possibly inter-agency expertise.
In the US, the absolute "law expert" would be the US Supreme Court. Legislators are also law experts (seeing as they write the law). The executive branch also has a great amount of law expertise (as they enforce and carry out the law). Many modern presidents/presidential candidates have had some law school experience. Any member of the BAR association is a law expert.
Something so simple as "law expert" can actually include a broad demographic range, I'm sure you are feeling either more enlightened now or more annoyed (I aim for the latter).
