Technically it is just the Clock Tower, it is often mistakenly called St. Stephens Tower, but that is wrong. St. Stephens Tower is at the entrance to the Houses of Parliament.

It is actually the biggest and heaviest bell inside the Tower that bears the name 'Big Ben'.

It's the Clock Tower of the Palace of Westminster, London, England and is being named the Queen Elizabeth Tower in 2012 in recognition of Her Majesties Diamond Jubilee.

Big Ben Clock Tower got it's name from the biggest bell inside the Tower, which is only it's nickname. It was supposedly named after Sir Benjamin Hall, an MP of the time and commissioner of the works.

Because people have been confused over time.

St Stephen's Tower is actually towards the middle of the Houses of Parliament and is the main point of entry for attendees of debates and committees.

The term 'St Stephens Tower' was coined by Victorian journalists who referred to all business conducted in the House Of Commons as news from 'St Stephens' (St Stephens Hall was the location where MP's originally sat).

So "The clock tower (Big Ben is actually just the main bell)" is different from "St Stephens Tower".

The Tower is being re-named for the Queen Elizabeth ll Diamond Jubilee in 2012. It will then be known as the 'Queen Elizabeth Tower'.

It was originally known as 'The Clock Tower', which houses the Great Bell nicknamed 'Big Ben'. Over the years since it was built, the Tower, Bell and Clock has become synonymous as Big Ben.

You're probably thinking of the Great Clock of the Palace of Westminster, which is in the Clock Tower (recently re-named "Elizabeth Tower"). This clock is often, but incorrectly, called "Big Ben". In fact Big Ben is the largest of the bells in the Clock Tower at the Palace of Westminster.
