In chemistry, its simply when a compound with chloride, or the element itself, gains an electron to become an anion, or negative ion. Like when you dissolve table salt, NaCl, into water, you get Na- and Cl- ions. The level of cholride ions is used in many different ways to decect other things, like salt water pockets, and sand quality, as well as, drinking water sources and levels of sewage contamination.

In the human body, Cl- are a derivative of Hydrochloric acid in the stomach, and are an indicator of acid/base balance levels. If this question is in reference to acid.base balance in your diet, I suggest being aware that most of the research done on this tyoe of diet balance are hypocritical. When measuring what foods having an acid or alkaline(basic) effect, It is important to consider what they write about in the opposite view. In their opinion eating acidic foods, makes the body basic, there for they call them Alkaline foods. These foods simply prevent your body from producing the natural acid needed for digestion, so the key is to promote digestion when you eat hard to digest foods, and prevent uneeded acid production by eating acidic foods and drinks.
