A personal computer can run software that emulates the function of a terminal, sometimes allowing concurrent use of local programs and access to a distant terminal host system.

That depends on what the computer is being used for. If the computer is a server, its sole purpose is to serve the network. It may handle tasks like storing data, managing system privileges, or hosting software. If the computer is a client (a PC, which is what most people use every day), it mostly just accesses the network - using the network's resources. In peer-to-peer networks, computers on the network act as both servers and clients - storing data for each other and sharing their printers or other devices on the network.
