yes water is a universal solvent as it has the property of dileteral constant which can almost break all covalent bonds as hence dissolves the matter into it
Water is called universal solvent because it can dissole the polar substances in it and also some quantity of non-polars as well.It dissolve polar substances because it have strong force of attraction with them an d dissolve small amount of non-polars because the water have weak force of attraction with them.
