a horse can run 30 miles/hour and a boat can go on waters about 40miles/hour so i think its a boat.

A horse has a possible top speed of 45-50 mph (72.5-80.5 kph) from a standing start, the same as an ostrich, though some racehorses have been known to exceed this speed.

This top speed for horses is over short distances only; the fastest sprinter is the quarterhorse, so named for its speed over the quarter-mile (0.4 km) which can reach 47.5 mph (76 kph) over that distance, but the quarterhorse runs out of speed by the half-mile (0.8km) marker.

A boat, of course, can go at the same speed indefinitely depending on the wind (for sailboats) and fuel (for powerboats). No horse could keep up with a boat over any real distance.
