Nucleus. Cell is bound by the cell membrane, and the nucleus is bound by nuclear envelope, or nuclear membrane.
The nuclear membrane is the membrane that surrounds the nucleus of a cell. It is a double lipid bilayer membrane and it regulates what comes in and goes out of the nucleus.

I think you are referring to the cristae. These are the folded parts of the inner membrane. The purpose is to increase surface area of the inner membrane against the matrix. The membrane is the site of the energy transfer in the mitochondria, so having more surface area is a plus.

The membrane invagination hypothesis assumes that the prokaryotic cell membrane folded in on itself so thmbrane was formed. This double membrane is common in the organalles of eukaryotic cells. The DNA becomes attached to one such infolding resulting in a presursor of the nucleus. Later this infolding enclosed DNA within interacellular sac forming the primordial nucleus.
