It is as it implies. From beginning to end in the recruiting process. From the sourcing of candidates, passive, active, via networking,etc, to screening of candidates (interviewing, qualifying, testing, etc) to negotiating potential offers, compensation, countering objections i.e. 'counter-offers' and making the placement...and in the case of 3rd party recruiters, getting paid by the client company. Essentially being involved in every step of the recruiting process, in lieu of only sourcing, or interviewing or testing, etc.
