When the lungs are overinflated
Hyper-resonance (generally described upon percussion of the chest) is typically seen in Pneumothorax, where an accumulation of air in the pleural space causes compression / collapse of the lung on the affected side. Note that hyper-resonance is a late sign, and is seen infrequently.

Percussion is rhythmically striking the chest wall with cupped hands. It is also called cupping, clapping, or tapotement. The purpose of percussion is to break up thick secretions in the lungs so that they can be more easily removed.

Hyper means over normal. Inflated means blown up. The lungs are over-inflated.
