Inside the sugar bowl is NOT horseradish! No matter what you hear, it is NOT horseradish! It is the location of the last safe place on a slip of paper. IT IS NOT HORSERADISH! How could horseradish get Olaf arrested? The last safe place is an underwater catalog next to the Hotel Denouement. At the beginning of the book the Baudelaires think that the pond next to the hotel is just a reflection, but Dewey Denouement (also Kit Snicket's husband) tells them that the pond is a catalog made to look like a reflection. It's near chapter 8 i think. If olaf found it, all of VFDs information would be destroyed.
