If you meant eradication, i can answer that. It means to not control them but to kill off every little pest, this can never be done. Control techniques that are effective will keep them away for longer period of time. You have to keep in mind some insects migrate on their own or by taking advantage of the habits of humans, and can be influenced by food sources.

That's good- I wasn't sure if you meant eradication either. OP may be referring to cargo that is irradiated-treated with radiation for critters at our ports.
