Evaporation.

As the kinetic energy of the particles within the liquid is increased (the liquid is heated beyond a threshold called its 'boiling point') they overcome their attraction to each other and move freely in all directions; the liquid evaporates.

Particles of the liquid may break free of the others due to their kinetic energy without the liquid being heated beyond boiling point, slowly reducing the liquid to a gaseous state; this is also evaporation.

The evaporation of water always occurs, though when the atmospheric humidity is over 100%, the condensation of airborne water particles exceeds the rate of evaporation and more particles are gained than lost; the level of water in a glass will appear to rise rather than fall, even though evaporation continues.
