Best Answer

It means someone who been taking recreational drugs such as cannabis and is too affected to function normally. The term 'monged' derives from 'mongol', an old English slang term for someone with Down's Syndrome or other learning difficulties. 'Mongol' is rarely used in this sense today, and is considered offensive.
