Neither is necessarily more precise; something could be exactly 19mm or exactly 2cm. However it can definitely be said that measuring to the nearest mm is more precise than measuring to the nearest cm. This is because a mm is smaller and so if any rounding is involved (to the nearest mm or cm) then the rounding is less of a distance and the error in absolute precision is therefore less.
