If there's a fire in sims 2, click on the fire and select extinguish, or go to the phone, and select emergency and the fire man will do it. If you want to start a fire, you can put something in the oven and neglect it, or to instantly start a fire, put an out door park grill inside and grill something (you need a fridge) and the fire will start immediately.
Click on the fire and select the "Extinguish Fire" option. If the fire does not go out, have your Sim call the fire department, but continue to use the extinguisher to contain the fire until a firefighter arrives.
you have to buy an oven then click on it and it will give an option for tv dinner and mac n cheese you have ot click on tv dinner and then make sure they do not take the dinner out in time therefore a fire will start you can then bring them down to the area close to the oven but do not extinguish the fire instead fast forward for 1 minute and they will shrink down and the reaper will arrive to declare the sims death.

You have to delete any smoke detectors and either buy a cheap fireplace and leave it to burn, or the most effective way is to get your sim to bake something in the oven and then move something in front of the oven do your sim cant get to it to take out the food. The food will burn and the oven will catch fire. You can put really flammable objects in front of the oven, like plants or wooden chairs to spread the fire. The house itself doesn't burn; just the contents and possibly the Sims!

No. A regular convection oven cannot get up to the temperatures necessary for this. Causes for a fire is most likely a secondary material that is on the utensil (i.e unseen oil/grease film, spillage, etc.)
Aluminium foil will darken in contact with heat and moisture but shouldn't catch fire in your oven.
