At low enough temperatures, yes. However, at anything resembling normal terrestrial temperatures, it is a gas (neon liquifies at about -410 degrees Fahrenheit, and solidifies about 5 degrees below that).

It can be at low enough temperatures. However, it has to be extremely cold; on the Fahrenheit scale, the melting point of neon is about 415 degrees below zero.

Neon is usually a gas, but theoretically if it got to absolute zero, then it would be a solid.
