Georgia Code section 40-6-253 makes it a misdemeanor crime to possess any open bottle or can, including any container that had been opened and resealed, that contains any alcoholic beverage of any description within reach of the driver or any passengers in a vehicle. I think the law has an exception for limousines... although that exception may be found in some other part of the Georgia code (it doesn't have to be located in 40-6-253.... Georgia's laws are full of instances were the "general rule" is found in one law book but exceptions to that law are found in other chapters, other volumes.
Every state has to have a similar law banning open or "opened and resealed" containers of alcoholic drinks. If they don't, the federal government can withhold highway funds. See this Federal code section: 23 U.S.C. § 154(b)
