pH levels are the ratings of acidity or basicity. Water is a seven on the pH scale, which is neutral. Anything below a seven is acidic, like tomatoes, which are mildly acidic. Anything above seven is basic, like ammonia. Bases and acids have the same effect, in too extreme of a level they will burn your skin. However, milder acids and bases can still burn if you have a cut. So pH in shampoo is telling how acidic or basic shampoo is.
