Many students find it frustrating and ineffective. In my opinion, struggling readers and really anyone who is learning to read, needs to learn phonemic awareness first.
Phonemic awareness is the ability to hear all the different sounds in a word. If a reader can not hear the different sounds they will be unable to tell a long vowel from a short one or consonant blends or digraphs apart. Some programs teach phonemic awareness before phonics which allows students to build these basic auditory processing skills before trying to make sense of the 44 different sounds and the letters that go with them. It comes in three levels that target different ages and abilities and is the best program I have found that teaches all the foundational skills essential to reading.
