Depends on what effect you want and what the image is of. A Black and White photo often has a more arty look, a Color photo is a better representation of the source.

Install the Adobe PS Express app from the app store. Open the program and select the photo. Using the shadowed circle tool at the bottom, choose 'Black and White'. Choose Save to save the photo (the original will not be effected).
