The purpose of a pulley is that it can lift heavier things at a quicker pace. Some examples of a pulley is a ski lift and alot of Roller Coasters have them also.

A fixed pulley is a pulley that is attached to a support. It does not reduce the effort needed to lift the load, but rather changes the direction of the applied force. An example of a fixed pulley would be the rope pulley on a well. This is a fixed pulley because the pulley doesn't move (it is attached to the overhead structure).

A pulley doesn't raise or hoist sails. A pulley is just a wheel that eases a change in direction of a rope. It is a rope that hoists or raises sails. A rope for this purpose is called a Halyard.

To take the power steering pump pulley off of many later model GM products requires a special puller made for that purpose. It is available from Autozone on their loaner tool program. The same set includes another puller to put the pulley back on. Some water pumps also use the same style pulley.
Just to get it off? Try using a single edge razor blade. It will have what is called an idler pulley probably, most do, This pulley serves only one purpose, to keep the belt tight. This pulley can be levered, probably to a slack position, usually downward and the belt can then be removed.
There is a crankshaft pulley, alternator pulley, power steering pump pulley, AC pulley, idler pulley, tensioner pulley, etc.
