A red-line drawings is essentially an intermediate drawing that shows corrections or changes to a previous drawing. The term red line literally comes from the (typically) red pen used to amend the drawings by hand. These changes mark-ups show changes made to the drawing subject matter during the manufactuer or construction of the product.
For example, piping drawings were developed at the onset of a project to build a new school. During the course of construction for that school, the piping contractors changes several elements of the design (pipe size, routing, orientation etc). At the end of the project, the constructor would "red line" the drawings showing those changes.
Red-lines are used to then develop record drawings. Record drawings, also called "as-builts" accurately reflect what was constructed and are used for future work and/or reference.
Two basic categories of drawing could be classified as: line drawing and tone (tonal or tonalist) drawing.
Line drawings (see Charles Dana Gibson or Al Hirschfeld) use lines to describe the form and features. This gives the drawing a "cartoony" feeling, since when we look at a person in real life, we don't see a heavy black line along their jaw. Ink or a sharp pencil are often used in generating line drawings.
Tonal drawings are made usually using the side of the pencil rather than the point, making thick sweeps of gray, building the form with value. It conveys the form as light describes it. It is when you draw a picture using just parallel lines without crossing them in anyway. It does not mean though that the drawing cant have darker or lighter parts. You can also use different colours and softness's of pencils, as far as it stays in a parallel line. A vital tool will be a ruler to ensure no variation of direction of the lines.

I don't know whether G. K. Chesterton said your quote first or if Oscar Wilde said "Morality, like art consists of drawing a line." The point is though, I believe they meant the same thing; the idea has more to do with morality than art, but it essentially means while art (at least one form) involves the physical expression of drawing a line, morality involves drawing a line metaphorically between write and wrong, et al.
