As an ordinary light bulb will illuminate the whole pool, not just a circle you must be thinking of a spotlight bulb. The answer will depend on how tightly focused the spotlight is.

You have to know how deep the pool is....and is it a perfect circle? We know the diameter of the pool & therefore the radius & with the aid of Pi we can find the circumference, but without knowing the depth of the water the Q cannot be answered.
A pool table does not have a semi-circle. Only the snooker table has a semi-circle.
Assuming a circular pool, divide the diameter by 2 to get the radius, then use the formula for the area of a circle. The depth is not relevant for this problem.
