NOT horses anymore no worries but im not sure what they make it out of
Elmer's rubber cement is made from a combination of synthetic rubber polymers, petroleum distillates, and resin. The strong odor is due to the volatile solvents used in the formula, like hexane and heptane, which evaporate quickly when the glue is applied. These solvents help the glue become tacky and adhere well, but also give off a pungent smell.
With ordinary 'rubber cement' glue. Apply to both surfaces and set in place just before glue totally dries. Ive done this dozens of times and its there permanently if you do it right. Also, 3M makes an industrial grade spray adhesive that works on just about anything and I have used it plenty of time on rubber - works great.
Rubber cement is a type of glue that is oten used in gluing paper, because it is not water-based, and therefore does not ruin the paper.Rubber glue is an elastic polymer mixed with a solvent like acetone. When it's applied, the solvent dries out allowing the glue to harden and adhere.
Helium is a gas and cannot be used as a glue. Gluing a balloon is typically done using an adhesive like rubber cement or glue specifically made for balloons. Hellium is commonly used to fill balloons to make them float.
"Glue" is not a precise enough term for us to answer the question. At the very least, you'd have to specify the kindof glue. White glue, model cement, rubber cement, mucilage, epoxy, etc.

You can glue it back on, but don't use rubber cement. Most model glues will work fine and even better is super glue!
From my experience rubber cement works best.
rubber cement, tacky glue, duct tape
