Scooping is beginning a note beneath it's pitch, then sliding up to the correct pitch. It is commonly known as a bad habit or sloppiness, but in some cases it is the style of the song. Unless it is written in the music you probably don't want to add to much scooping.
Scooping is also sometimes used as a warm up. I use this exercise often in my private lessons.
That completely depends on what you're scooping, because "quart" is a unit of volume, whereas "pound" is a unit of weight. If you're scooping air or talcum powder, then 7 pounds is many quarts. If you're scooping milk, then 7 pounds is about 3.35 quarts, or about 1.12 scoops. If you're scooping stones or wet concrete, then 7 pounds is a very small part of one scoop.
Ideally, singing is performed from the diaphragm, projecting rich sound from the gut that projects because of its source. Higher-pitched singing that lacks rich acoustics is often referred to as "nasal" singing or "singing through your nose" because, by contrast to singing from your gut with sound coming up from somewhere, the voice filters through the head and essentially "comes down" and out instead.

Bel canto is the type of opera singing that aims to follow the natural inflection sound of the voice. It focuses on smooth, lyrical phrasing and expressive singing, and it values the beauty and purity of the voice above all else.
