Hit rating simply increases your chance to hit in world of warcraft. It is a very useful thing to have if you are fighting higher levels since it's much harder to hit them.

There could be several ways to answer this question. There is the ESRB rating (which is T for Teen). There is the arena rating (which is basically how good you are at arena matches). There is your gear rating (which is how good your gear is, the higher the better).

That depends on what kind of hit you require. I only have a mage so i can only tell you about spell hit. If it is spell hit it goes as follows: Mob Level Difference - PVE Hit % - PVP Hit % -4 - 100% - 100% -3 - 99% - 99% -2 - 98% - 98% -1 - 97% - 97% same level as you - 96% - 96% +1 - 95% - 95% +2 - 94% - 94% +3 - 83% - 87% +4 - 72% - 80% Assuming you are at level 80 (level cap) the highest mob in game (i believe) is 83 which is +3 levels above you, thus requiring you to have a spell hit rating of 17% to be level caped (83% + 17% = 100%) you have to take into account any talents that add hit (for my mage i have a hit rating of 11%, precision which adds +3% to all spell hit, and Arcane Focus which adds +3% to all arcane spell hit so my overall hit chance on a max level (83) mob for arcane is 100% ( 83% base + 11% from gear + 3% from precision + 3% from Arcane Focus) while it is 97% for all non-arcane spells (non arcane spells do not get the +3% from Arcane Focus)). During PvP at level 80 you will not find a player with a level greater than 80 so you can assume a base hit % of 96% (if you are 80) and only need to make up 4% in gear/talents/buffs/etc.
