A bull can be stronger especially when it's charging. However, draft horses like the shire is larger and heavier than a bull so therefore it would be stronger. But light horses are definitely weaker than bulls. I've already watched videos of a bull tearing a horse to death,but I'm sure it was not a draft horse. Perhaps an Arabian horse
