A person under life support in intensive care will basically be +- 100% dependent on external machines for breathing (for oxygen intake and co2 elimination), feeding (via gastric probe, liquid infusion of nutrients, etc). This will usually be the case because the person is either in a traumatic (accident, stroke,...) or an induced coma (that's an artificial coma which is a different way of saying a general anesthesia, sometimes necessary if the person were to be in severe pain if awake -like in cases of extensive 3rd degree burns)

Turning off life support is deciding to switch off these machines without which the person would not survive. The reasons on might want to do this are numerous; but one of these is when a person is in a permanent coma and cerebral death has been diagnosed, despite the person's heart still pounding away ( because it is still on life support...)
