An alluvial plain is periodically flooded by its river (it is a flood plain) and therefore any buildings built on it will likely be periodically inundated. Further alluvial ground is only poorly consolidated and deep pilings will be needed to ensure buildings are stable. One must also take account that if the area is subject to earthquakes alluvial plains are likely to shake more and the ground may turn to quicksand. Finally alluvial planes are frequently sources of precious mineral material (sand and gravel) and if you build over this you prevent the deposits from being used. Thus overall alluvial plains are not suitable to build on.
