The Department of Transportation notes that there are nine classes of hazardous material, for which each event needs to be placarded on the truck and trailer. These nine classes are explosives, flammable liquids, gases, poison, oxidizers and organic peroxides, toxins, radioactive, corrosive, and miscellaneous dangerous materials.

In the DOT system for classifying hazardous materials in transportation, Class 2, Division 1 (more properly called Division 2.1) is for flammable gases, usually compressed flammable gases.
A flammable solid would fall into Division 4.1

Poisonous materials are found in DOT division 6.1.
Explosives that have no explosive hazard are not explosives. Materials that have a fire hazard but no explosive hazard are Class 2 if they are gasses, class 3 if they are liquids, and class 4 if they are solids.
