A means of protecting the mechanism by swivelling up in the event the propeller or skeg hits something solid such as a submerged obstacle. There is usually a detent, something like a spring loaded plunger that seats into a depression and in the event that the leg does kick up, you can push it back down until you hear or feel the detent engage. Very rarely a kick up device might use a specially weakened shear pin, that is made to break and in that case you'll need to carry a spare.
