The Lewis structure of NO3- has a central nitrogen atom single bonded to three oxygen atoms in a trigonal planar geometry. Then each single bond has a dotted bond added to signify 2/3 of a bond. Since the central nitrogen atom has a +1 charge, this equals out to make NO3-.
