Of course the requirement is taller for the Army and Marines; they want people to at least be taller than the packs they're carrying.
Coast Guard regulations state that no one under the height of four feet, ten inches may enlist.

Step One: In order to enlist in the U.S Navy, you must have family members that are current us citizens. This will allow you to obtain a green card or (visa) .
There is not going to be a direct transfer. It may be possible to enlist in the US Navy. Security clearances are going to be an issue, as non-citizens are very restricted on the ratings they can be a part of.
