There is no such thing as "fish loins" - well, not exactly. LOIN in reference to meats is defined as from the area between ribs and hips. This has no clear meaning with fish. Descriptions like "Tilapia Loins" is just a marketing thing, roughly like the description "Chicken Fingers." Or at best, fish "loins" just means filets from the side of the fish. But that's the same for all fish and not just a Tilapia thing.
It comes out of the ainal fin, which is located on the bottom of the fish right behind the tail.

There is a fish that does not look like a fish and it is an eel. Jellyfish does not look like a fish and starfish aswell.

A lanterfish is a fish (obviously) that has a stem coming from its body and from the stem is a small light bulb like thing that gives off light.
If this is a white string dragging below the fishes tummy then it is poo (fecal matter). The fish could have constipation. Look to its diet and water quality fix whatever is wrong and the problem will go away. Remember Guppies are omnivourous, like their water around 70F. neutral pH and normal Gh and Kh.
That is most likely a string of feces hanging off of your goldfish. It will break off eventually.
It is probably poo. Clear poo in goldfish usually indicates intestinal parasites. Start the fish on a cycle of anti-parasitic medicated food.
