In today's world, it's a nation that possess's nuclear weapons (and has the capacity to use them-a delivery system). Prior to nukes, a super-power had battleships (and lot's of them). Large Armies were not indications of a superpower...any large body of men armed with sticks constituted an Army; and such an Army would not be construed to be a superpower...by any stretch of the imagination. But it takes money (and lot's of it), and technology to build a battleship (and lot's of them); more so than any other type of war machinery. Therefore, if a nation had the money & technology to build a fleet of battleships; they were a superpower. Today: If a nation has the money & technology to build a lot of atomic weapons AND the delivery systems that go with those weapons, they're a superpower.
