No - the age limit here in the UK is 18 - yet there are more cases of under-age drinking each year. The solution to under-age drinking - is to impost heavier penalties on those who supply kids with alcohol. It is now an arrestable offence in the UK "...to buy or attempt to buy alcohol for consumption by any one under 18..." - Anyone - and this includes parents who knowingly gives alcohol to an under-age person - can be fined and/or imprisoned.
