The plastic sheets behind a red carpet are referred to as a backdrop or marquee. Often, these sheets display the name and sponsors of the event which is then photographed along with the people in front of it. This is acts as free advertising for those named on the backdrop as red carpet images are often spread through magazines and online. I believe that I heard them referred to as "Step and Repeat"

It's called putting them in a photo frame it's really not that hard. You know, a photo frame; those squares of wood/any-other-substance-that-can-be-made-into-a-square with a glass front that you can slide photos even autographed photos behind.
