You can set the boot flag to any one drive partition, but it must have a bootloader installed. The boot sector (the first 512 bytes) under the MBR system contains the boot code that will redirect to the bootloader that will be responsible for booting whatever operating system you have.

Under the MBR system there will be a master boot record (MBR).
