I would Have to say it is Mudkip. This is because a tough water type is needed a lot in the game. Although Mudkip is good in the beginning of the game I would have to say the best starter is Machop and Charmander because it not only helps in the beginning but it also helps when you have to face Articuno so that is my opinion on the best starter Pokemon.

MUNCHLAX

elemental starters are, yes, pretty good to start with, but i recommend Munchlax, and i am DEAD SERIOUS. Munchlax is the toughest starter you can get, as he has the ability to halve the damage of fire and ice moves, while having a pretty high defense and special defense.

I've played this over and over, and elemental starters are good, but they have a lot of maps where they can get crushed easily. Munchlax, on the other hand, can learn a LOT of moves, including blizzard (best move ever), earthquake, thunderbolt, flamethrower, aqua pulse, and etc.

Elemental starters are just for beginners who are getting used to the game! Normal-type starters will provide a much more fun and flexible game for you! I'm serous!

I'd recommend Riolu and Pikachu. Because they don't have many weaknesses and their stats are really good.

The strongest Starter Pokemon to choose is Charmander. The other one is Totodile. You'll want to use Charmander and Totodile as your starters. They're the best
