it would be good if you use an ultra ball on it if you have used ur masterball on the legendries in ur ruby,sapphire or emerald.
first: in order to encounter latias, you need to have a very weak Pokemon about level 25 to 30 as the head of ur Pokemon party..
second:you need to walk in the grass and encounter many Pokemon and atlast it will appear!!
third: try throw a pokeball at it first then it will flee from the battle and it's location will be in ur pokedex.
fourth: train and level up ur zubat until it evolves into a crobat and level up it until it reaches level 65-70. also allow it to learn meanlook .this move will stop ur Pokemon from fleeing fro ur battle.
fifth: try walking out of the route and enter the same route for many time until its found to be on ur route..
sixth:when u encounter it , use the move meanlook and lower down its hp til it reaches red and try throwing pokeball at it first then start using ultraball.
note: save ur game before encountering latias when u know tht its in ur route becauz if you faint it ,then u can restart the game again and find latias somewhere else.bring lots of ultraballs and hope you have a good luck.. =)

Sometimes it takes more then once to catch a Pokemon, so you just have to be patient and try not to freak out like me when Latias runs away after chasing it for hours. :D
